Fowler is a small rural community located on M-21 in western Clinton County. It functions primarily as an adjunct community to the Lansing area. It has its own school system and village form of government.

This town originated around 1849 when John Parks settled here and became the first postmaster. At that time, it was called Dallas. In 1856, the chief engineer of the Detroit & Milwaukee Railroad, Robert Higham, purchased 160 acres to build the line, but the land was too swampy and the project failed. The location of the town was moved to a large tract of land owned by J. N. Fowler, who allowed the move. In 1869, the name was changed to Fowler at the request of the towns people. The town eventually was incorporated as a village during the lumber boom in 1885.
